Asbestos removal is the most heavily regulated specialist trade in UK construction. The Control of Asbestos Regulations 2012 (CAR 2012) establish a strict licensing, notification, and monitoring framework that applies to all work with asbestos-containing materials. The consequences of non-compliance are severe — including criminal prosecution, unlimited fines, and imprisonment.
Any work with licensed asbestos — which includes asbestos insulation, asbestos coating, and asbestos insulating board — requires an HSE licence. The licence application process involves demonstrating competence, having adequate insurance, and maintaining an asbestos medical surveillance programme for all employees. HSE conducts unannounced inspections of licensed contractors and can revoke licences for non-compliance.
Before licensed asbestos removal work begins, the contractor must notify HSE at least 14 days in advance using the ASB5 notification form. The notification must detail the location, type and quantity of asbestos, the removal method, and the control measures in place. Emergency work may proceed with shorter notice, but this is the exception rather than the rule.
The removal process itself must follow strict containment procedures. A full enclosure with negative pressure (maintained at a minimum of -5 Pa, typically aiming for -20 Pa) is required for licensed work. Air monitoring must be carried out throughout the work and during the four-stage clearance process that follows removal. The four stages are: visual inspection, background air monitoring, reassurance air monitoring, and final clearance certificate. The clearance certificate must be issued by a UKAS-accredited analyst before the enclosure is dismantled.
Asbestos waste must be double-bagged in labelled bags, transported by a registered waste carrier, and disposed of at a licensed hazardous waste landfill. Waste transfer notes and consignment notes must be kept for a minimum of 3 years.
Workers must hold relevant NVQs, be enrolled in a medical surveillance programme with annual health checks, and maintain detailed exposure records throughout their career.

What medical surveillance do asbestos removal workers need?
All employees who work with licensed asbestos must be enrolled in a medical surveillance programme. This includes a medical examination before starting asbestos work and then at least every 2 years (annually is best practice). The examination includes a respiratory health questionnaire and lung function testing. Medical records must be kept for at least 40 years.
