A waste carrier licence (officially a waste carrier registration) is required for any business that transports controlled waste — including construction and demolition waste. There are two tiers: lower tier (for businesses that transport waste they produce themselves as part of their normal business) and upper tier (for businesses that transport waste produced by others, or that deal in or broker waste). Most construction contractors need at least a lower tier registration. The registration proves to clients and regulators that waste is being handled by an authorised carrier.

What is the difference between lower and upper tier waste carrier registration?

Lower tier is for businesses that only transport waste they produce themselves — most construction contractors fall into this category. It is free and does not expire. Upper tier is for businesses that transport other people's waste, deal in waste, or act as waste brokers — this costs approximately £154 and must be renewed every 3 years.

Do subcontractors need their own waste carrier registration?

If a subcontractor transports waste from a construction site — even waste they produced themselves — they need a waste carrier registration. The only exemption is if waste is transported by the producing business's own employees in the business's own vehicles as an integral part of their main business, and they hold a lower tier registration.

What waste documentation should contractors keep on site?

Construction sites should maintain waste transfer notes for every load of waste removed. These notes record the type and quantity of waste, the carrier registration details, and the destination (licensed waste facility). Waste transfer notes must be kept for at least 2 years. For hazardous waste, consignment notes are required and must be kept for 3 years.
