An asbestos management plan is a comprehensive document that records where asbestos-containing materials (ACMs) are located in a building, their condition, and the measures in place to manage them safely. It includes survey results, a register of all ACMs, a schedule for monitoring their condition, procedures for safe working near asbestos, and emergency arrangements. Any building constructed before 2000 may contain asbestos, and the dutyholder must have a management plan in place before any construction, refurbishment, or demolition work begins.

What is the difference between an asbestos management survey and a refurbishment/demolition survey?

A management survey identifies asbestos-containing materials during normal building occupation so they can be managed safely. A refurbishment/demolition survey is more intrusive and is required before any building work that could disturb the fabric of the building. The demolition survey aims to find all asbestos, including hidden materials, so they can be removed safely before work starts.

Who is the dutyholder responsible for managing asbestos?

The dutyholder is the person or organisation with responsibility for maintenance or repair of the building — typically the building owner, landlord, or managing agent. For construction sites, the client and principal contractor share responsibilities for ensuring asbestos is properly managed before and during works.

Can contractors refuse to work if asbestos information is not provided?

Contractors have a right to know about asbestos risks before starting work. If the dutyholder cannot provide asbestos survey information or a management plan, it is reasonable and prudent for contractors to decline to start work until this information is available. Working without this information puts workers at serious risk.
