What to Track for Plant Operators

Plant operators drive and control the heavy machinery that makes modern construction possible — from excavators and dumpers to cranes and telehandlers. The compliance requirements for plant operators are machine-specific, meaning operators must hold the correct category of competence card for each type of plant they operate.

The CPCS (Construction Plant Competence Scheme) is the dominant competence scheme for plant operators in the UK. CPCS cards come in two types: the Red Trained Operator card (valid for 2 years, for those who have passed the CPCS technical test) and the Blue Competent Operator card (valid for 5 years, for those who have also achieved the relevant NVQ). Each card is endorsed for specific plant categories — an operator with a 360° Excavator endorsement cannot legally operate a crane without holding the separate crane category.

LOLER 1998 (Lifting Operations and Lifting Equipment Regulations) is central to plant compliance. Any plant used for lifting — including excavators fitted with lifting attachments, telehandlers, and tower cranes — must have a current thorough examination certificate. Equipment used to lift persons must be examined every 6 months; other lifting equipment every 12 months. Using lifting equipment without a valid certificate is a criminal offence.

Daily pre-use checks are a legal requirement under PUWER 1998 (Provision and Use of Work Equipment Regulations). Operators must complete a documented check of their machine before each shift, covering hydraulics, brakes, warning systems, lights, mirrors, and structural integrity. These checks must be recorded and kept on site.

Proximity hazards — particularly overhead power lines and underground services — are a significant compliance area. HSE Guidance Note GS6 sets out safe clearance distances from overhead lines, and operators must follow site-specific exclusion zones. Contact with overhead power lines remains one of the most common causes of electrocution fatalities in construction.

What is the difference between a CPCS Red card and a Blue card?

The CPCS Red Trained Operator card is issued after passing the CPCS technical test and is valid for 2 years. The Blue Competent Operator card requires both the technical test and an NVQ Level 2 in Plant Operations, and is valid for 5 years. Most main contractors now require the Blue card for long-term site access, and the Red card is intended as a stepping stone.

Does a plant operator need a separate card for each type of machine?

Yes. CPCS cards are endorsed with specific plant categories — for example, A59 for 360° Excavators, A17 for Tower Cranes, or A31 for Ride-on Rollers. An operator can only legally operate the categories listed on their card. If you need to operate a different type of plant, you must pass the relevant CPCS technical test and obtain the additional endorsement.

What are the LOLER requirements for plant used as lifting equipment?

Under LOLER 1998, any plant used for lifting must have a current thorough examination certificate. Equipment used to lift persons (such as MEWPs) must be examined every 6 months. All other lifting equipment must be examined at least every 12 months. Using plant for lifting without a valid certificate is a criminal offence that can result in site shutdowns and prosecution.
