LOLER certificates are issued following a thorough examination of lifting equipment — including cranes, hoists, excavators used for lifting, chain slings, and lifting accessories. The examination must be carried out by a competent person (typically an independent insurance engineer) who checks the equipment is safe to continue operating. The certificate records the equipment details, any defects found, and whether the equipment is safe for continued use. Without a valid LOLER certificate, lifting equipment cannot legally be used on site.
