What to Track for Plumbers

Plumbers and heating engineers working on UK construction sites must navigate a layered set of compliance requirements that vary depending on whether they work with water systems, gas, or both. Every plumber on a construction site needs a valid CSCS card and, if working with gas appliances, must be registered on the Gas Safe Register — the only official register for gas engineers in the UK.

Gas Safe registration is non-negotiable. It is a criminal offence to carry out gas work without being on the Gas Safe Register, carrying penalties of up to six months in prison or an unlimited fine. Registration requires passing ACS (Accredited Certification Scheme) assessments for each category of gas work the engineer intends to carry out — for example, domestic natural gas, commercial gas, or LPG. The register must be renewed every five years, with engineers demonstrating continued competence through reassessment.

For water supply work, plumbers must comply with the Water Supply (Water Fittings) Regulations 1999, which are enforced by local water companies. These regulations require that all plumbing installations prevent contamination of the mains water supply through backflow. Notifiable work — including the installation of bidets, water softeners, and connections to non-domestic properties — must be reported to the local water undertaker before work begins.

On site, plumbers must produce task-specific RAMS, carry current insurance certificates, and maintain records of pressure testing and commissioning. Main contractors routinely check that subcontractor plumbers hold both public liability and employers' liability insurance, and that their Gas Safe registration (if applicable) covers the specific categories of work being carried out on the project.

Do all plumbers need Gas Safe registration?

Only plumbers who work on gas appliances and installations need Gas Safe registration. If you only work on water supply, drainage, and heating systems that do not involve gas, you do not need to be Gas Safe registered. However, it is a criminal offence to carry out any gas work without registration — penalties include up to six months in prison or an unlimited fine.

What CSCS card does a plumber need?

Plumbers need a Blue Skilled Worker CSCS card (NVQ Level 2) or Gold Advanced Craft card (NVQ Level 3). You must pass the CITB Health, Safety & Environment Operatives test and hold a relevant plumbing NVQ. Some sites also accept the JIB-PMES (Plumbing Mechanical Engineering Services) card, which is CSCS-affiliated.

What are the Water Regulations and how do they affect plumbers?

The Water Supply (Water Fittings) Regulations 1999 require all plumbing installations to prevent contamination of the public water supply. Plumbers must ensure backflow prevention is in place and must notify the local water company before carrying out notifiable work — including installing bidets, garden taps with underground pipework, and connections to non-domestic premises.
