What to Track for Electricians
Electricians working on UK construction sites face some of the most detailed compliance requirements of any trade. Every electrician needs a valid CSCS card, proof of 18th Edition Wiring Regulations (BS 7671) competence, and — if carrying out notifiable work — Part P Building Regulations registration through a competent person scheme such as NICEIC, NAPIT, or ELECSA.
The 18th Edition is the national standard for electrical installation in the UK. It covers design, erection, and verification of electrical installations and is updated periodically — the most recent amendment (Amendment 2) introduced significant changes around prosumer installations and energy storage systems. Electricians must hold a current 18th Edition qualification to work on construction sites, and many main contractors require proof of this before granting site access.
Part P of the Building Regulations applies to electrical work in dwellings and requires that notifiable work is either carried out by a registered competent person or inspected and certified by Building Control. Notifiable work includes new circuits, consumer unit replacements, and work in bathrooms and kitchens. Failing to notify is a criminal offence.
On site, electricians must produce task-specific RAMS for every electrical activity, maintain PAT testing records for portable equipment, and hold current insurance certificates including employers' liability and public liability. Electrical test certificates (such as Electrical Installation Condition Reports and Minor Works Certificates) must be completed for every installation and kept as part of the project handover documentation.
The Electricity at Work Regulations 1989 place a duty on employers to ensure all electrical systems are constructed, maintained, and used safely. HSE inspectors can issue prohibition notices immediately if they find unsafe electrical installations, shutting down work until the issue is resolved.

Frequently Asked Questions — Electricians
What CSCS card does an electrician need for construction sites?
Electricians need a Blue Skilled Worker CSCS card (NVQ Level 2) or Gold Advanced Craft card (NVQ Level 3). The card is obtained through the ECS (Electrotechnical Certification Scheme), which is the CSCS-affiliated scheme for the electrical sector. You must also pass the CITB Health, Safety & Environment Operatives test.
Is the 18th Edition qualification mandatory for electricians?
The 18th Edition Wiring Regulations (BS 7671) is the UK national standard for electrical installations. While not a legal requirement in itself, virtually every main contractor and client requires proof of a current 18th Edition qualification before allowing an electrician on site. It is considered essential for demonstrating competence under the Electricity at Work Regulations 1989.
What is Part P and does it apply to construction work?
Part P of the Building Regulations covers electrical safety in dwellings. It requires that notifiable electrical work — such as new circuits, consumer unit replacements, and work in bathrooms or kitchens — is either carried out by an electrician registered with a competent person scheme (NICEIC, NAPIT, ELECSA) or inspected by Building Control. It applies to new-build and refurbishment work on domestic properties.
