Painters and decorators may not face the structural risks of some construction trades, but their compliance requirements are substantial — particularly around hazardous substance exposure, access equipment, and work in occupied buildings. Every painter and decorator on a construction site needs a valid CSCS card, task-specific RAMS, and current insurance documentation.
COSHH compliance is central to painting and decorating work. Solvent-based paints, varnishes, adhesives, and surface preparation chemicals all contain substances that can cause occupational asthma, dermatitis, and long-term respiratory damage. COSHH records must identify every hazardous substance used, the health risks, the control measures in place (ventilation, PPE, exposure time limits), and the emergency procedures for spills or overexposure. Lead paint is a significant hazard on refurbishment and renovation projects involving pre-1970s buildings. The Control of Lead at Work Regulations 2002 require that lead paint is identified before work begins, that safe removal methods are used (no dry sanding or burning off), and that workers are monitored for blood lead levels if exposure is likely. This is a particular concern on heritage and conservation projects.
Access equipment is the other major compliance area. Painters frequently use mobile elevating work platforms (MEWPs), tower scaffolds, podium steps, and ladders. MEWP operators need an IPAF (International Powered Access Federation) card for each category of platform they use. Tower scaffolds must be erected by trained persons following PASMA (Prefabricated Access Suppliers' and Manufacturers' Association) guidelines, and inspected before use.
On occupied building projects — such as schools, hospitals, and care homes — painters must follow additional protocols for dust containment, fume extraction, and restricted working hours to protect building occupants.
