The SMSTS (Site Management Safety Training Scheme) is the industry-standard qualification for site managers. The 5-day SMSTS course covers health and safety legislation, CDM 2015 duties, risk identification and control, accident investigation, and environmental management. SMSTS certification is valid for 5 years, after which a 2-day refresher course is required. Virtually every main contractor and client requires site managers to hold a current SMSTS certificate.
For supervisors, the SSSTS (Site Supervisors' Safety Training Scheme) provides a 2-day equivalent covering the core health and safety knowledge needed for supervisory roles.
Under CDM 2015, the principal contractor (through the site manager) must ensure that a construction phase plan is in place before work begins, that site rules are established and communicated, that welfare facilities are provided, and that all workers receive site-specific induction. The site manager is responsible for coordinating the work of multiple subcontractors to prevent them creating risks for each other.
Site managers must also manage the documentation systems that underpin site compliance: induction records, permits to work, scaffold inspection certificates, LOLER certificates, COSHH assessments, and the accident book. HSE inspectors routinely request these records during site visits, and gaps in documentation can result in improvement notices or prosecution.
The CSCS Black Manager card requires NVQ Level 6 in Construction Site Management and the CITB Managers & Professionals Health, Safety & Environment test. The Gold Supervisor card requires NVQ Level 4 and the same management-level test. These are distinct from the operatives' test — the management test covers broader topics including legislation, enforcement, and management responsibilities.
