What Are Flood Risk Assessments?

A flood risk review is a site-specific document required as part of planning applications for development on land within flood zones or areas with known surface water flooding. It identifies the sources and likelihood of flooding, how the proposed development would be affected, and the measures to manage flood risk — both to the development itself and to surrounding areas. The review must demonstrate that the development will be safe for its lifetime and will not increase flood risk elsewhere. The Environment Agency and local lead flood authorities use these documents to inform planning decisions.

The review must include an overview of flood risk sources (rivers, sea, surface water, groundwater), the probability and extent of flooding, finished floor levels relative to flood levels, proposed drainage strategy (including sustainable drainage systems), safe access and egress routes, and details of any flood resilience or resistance measures incorporated into the design.
